An EICR is an Electrical Installation Condition Report. It is a formal document that is produced following an assessment of the electrical installation within a property. It must be carried out by a qualified and registered electrician. 

BS7671 Wiring Regulations (Regulation 135.1) state that you should keep your electrics in good working order and ensure they are safe.
